Key words: state, politics, international organizations, individual, law, treaty, nations, principles, international law, charter.
Annotation. This article examines the rule-making process of international organizations. As defined, an international organization is an association of states created by an international treaty to achieve specific goals, with an appropriate system of permanent bodies, possessing international legal personality, and established in accordance with international law. International organizations, in their treaty-based activities, must comply with the United Nations Standard Minimum Rules for the Treatment of Objects of Activity. Based on their membership, international intergovernmental organizations are divided into universal, regional, and subregional organizations for the maintenance of international peace and security. Regional organizations for the maintenance of international peace and security are created and operate in accordance with the UN Charter, its purposes and principles. The most common method is the conclusion of an international treaty. At the same time, the legal basis for the functioning of international organizations in a given state is the sovereign will of the states establishing them and their members. Such expression of will is embodied in an international treaty concluded by these states. Preparatory bodies are established on the basis of a separate international treaty or an annex to the charter of the organization being created, or on the basis of a resolution of another international organization.
