Annotation. This article describes the concept of “soft power” as it was
developed by Joseph Nye in the 1980s and is considered one of the main theories of
world politics, economics and diplomacy.
According to the author, “soft power” is a multidisciplinary concept that reflects the
ability to attract. Simply put, “soft power” is a pleasant force that is implemented
through persuasion. “Soft power” is a mobile force that changes public consciousness
by adapting to simple circumstances. It is characterized by its flexibility. “Soft power
is the ability to achieve desired goals not through violence, but through the voluntary
participation of partners.“Soft power policy is an important condition for the
implementation of modern foreign policy and its national interests. Cultural,
informational and educational factors are the main aspects of the content category of
“soft power”, which is a complex of defense, education, political, technological and
other indirect control, foreign policy and global cultural tools.
Effective “soft power” is a tool that allows for the effective use of soft power as a
lever of influence in a globalized world, and determines the conditionality of the
state’s interaction with internal and external factors.
