CULTURAL DIPLOMACY AS A BASIS FOR STATE DEVELOPMENT IN THE CONTEXT OF GLOBALIZATION
Key words: globalization, state, politics, soft power, strategy, resource, space, culture, heritage
Annotation. This article comprehensively examines soft power as a direction of state foreign policy. It should be considered in the context of global socio-political, economic, and cultural processes that have shaped a new, fundamentally different system of world politics. The appeal of each state's culture is based on its historical and cultural heritage. The degree of soft power's influence varies depending on the level of society's socio-economic development and its sensitivity to global events. Of particular value is the analysis of the soft power of non-state actors in global politics. Existing in a "different dimension" of international relations, non-state actors directly influence global processes, often relying almost exclusively on soft power. Effective use of border communication opportunities can often be seen as an important incentive. Spatial opportunities are the most important strategic resource for each state. The persuasive strategies of soft power policy are constantly evolving. In the age of globalization, the potential of culture as a tool for smoothing out emerging interethnic differences is becoming increasingly evident, and it is becoming a key resource for national development. Culture is also actively used in foreign policy as "an important tool in creating a favorable and objective image of the country."
